Heavy winds and steady rain is expected to hit Western Washington into Wednesday, and some minor flooding is possible in Snohomish County.

The National Weather Service in Seattle late Monday expanded a flood watch to include Snohomish, King, Pierce, Lewis and Thurston counties.

"This is not the classic flood-producing scenario for Western Washington, but it is two systems coming in one behind the other," weather service meteorologist Doug McDonnal said. "Between the two of them, there is quite a bit of rain. Certainly it is enough where we think it's worth issuing a flood watch."

Forecasters were predicting 2 to 4 inches of rain in the lowlands between Monday night and Tuesday. Another 1 to 3 inches is possible Tuesday night and Wednesday with the snow level dropping to about 3,000 feet.

"It is spread out over 48 hours which kind of helps," McDonnal said.

Local rivers with the greatest threat of flooding include the Stillaguamish and Snoqualmie.

"It looks like it would be minor, but I don't think we can rule it out," McDonnal said. "The expectation is it is posing a threat of minor flooding on only the most flood-prone rivers in Western Washington."

High winds are expected throughout the region Tuesday and some power outages are possible. Whidbey Island could see sustained winds of 40 mph and gusts of 60 mph on Tuesday.
